Ask most founders how many people they’ll need to hire in the next 12 months, and you’ll usually get a rough headcount number pulled from a budget spreadsheet,  not a real plan. That gap is exactly what workforce planning is meant to fix: figuring out not just how many people you need, but which skills, in which roles, hired through which channel, and by when.

It matters more now because the Indian talent market itself is shifting shape. National employability has climbed to 56.35% in 2026, up from 54.81% the previous year, which sounds like good news,  and partly is,  but the gig and freelance workforce is projected to reach 23.5 million workers by 2030, with project-based hiring up 38% year-on-year. That means the “hire a full-time employee” default that a lot of Indian companies still reach for automatically isn’t necessarily the fastest or most efficient path anymore. 

The skills gap you’re actually planning around

82% of Indian employers report difficulty finding candidates with the right skill sets, and NASSCOM has flagged a 51% demand-supply gap for AI-related roles specifically, with AI/ML engineering demand growing 67% year-on-year. If your workforce plan assumes you can hire your way out of a skills gap at the same speed you always have, in categories like AI, data, or cloud,  that assumption is probably wrong, and it’s worth building reskilling and internal mobility into the plan rather than treating external hiring as the only lever. 

A workforce planning process that actually works for growing companies

Start from the business plan, not last year’s headcount. What does the next 12-18 months actually require: new city launches, a product line, a compliance function you don’t have yet?

Segment by criticality, not just role title. Some roles are replaceable within weeks; others (a niche technical skill, a compliance-critical hire) take months and deserve earlier planning.

Decide build vs. buy vs. borrow. Upskill existing staff, hire externally, or bring in gig/contract talent; given how fast project-based hiring is growing in India, this decision needs to happen deliberately, not by default. 

Map the compliance layer in from day one. Classification under the four Labour Codes differs for full-time employees, fixed-term contracts, and gig workers; get this wrong at the planning stage, and it’s expensive to unwind later. Build in a review cadence. Quarterly, not annual; the market’s moving fast enough that a plan set every January is stale by Q2.

Where this typically breaks for Indian SMEs and growth-stage teams: most commonly, it’s step 3. Founders default to full-time hiring because it feels safer, even when a fixed-term or contract arrangement would get the work done faster and more affordably,  especially for project-based or specialised skill needs where the market is thin.
